I think the idea behind the arrow is that he's had the flashers on the whole way – that is to say, he's deliberately moving forward so he doesn't have to wait in line. If someone realizes at the last minute that they're supposed to be turning (or that the lane they're in doesn't allow it), then yeah, be nice. But that's usually obvious.

I see this situation at almost every single highway exit during my commute in the DC area.
Problem is, there are 47 people behind the a**hole waiting to go straight.
In this day and age of internet maps with turn-by-turn directions and GPS, there is absolutely NO REASON to not know where you are going or how to get there.
